Basically,
there are 3 main ways to get a homepage:
1) Your ISP (Internet Service
Provider) you signed up with, to get an internet account, gives you
one.
2) You can sign up for one of
the many free homepages, that are available on the net.
3) You can rent a webhotel.

If you have signed up with an ISP to
get access to the internet through a dial-up line, you probably also got
a 5-10MB homepage. The address of that homepage could very well be
something like:
www.myisp.com/mynickname
This is not a pretty name, but you
can get a nicer name, which redirect traffic to your homepage.
Try some of the free redirection
services like reduce.to
redirection. - It's free and easy to get URL redirection at reduce.to. You can shorten your URL now with one of several short and catchy names, and they have no annoying pop-ups or ad banners!

There
are plenty of places, where you can get a free homepage. But you have
to put up with some sort of advertising.
A good and stable provider used
to be xoom.com. They have now been merged and/or sold and their
service can now be found at home.nbci.com
- it is difficult to guess, how it will turn out under the new
management.

These are not free. But the cost is
nowadays not very high, and it's the only solution worth considering, if
you are really serious about your place on the web.
